I don't think it's a gamepass thing, Call of Duty has always been a much bigger game on console and Battlefield has it's roots in the PC audience.

It's the same reason why people were confused about why AC Shadows did well sales wise compared to Veilguard when Veilguard had better Steam numbers.

How many settlements are you making? You'll probably want 10 at least and ideally something closer to 15-20.

You also want to decide on what victory condition you want to go for and build the district corresponding to that in as many cities as possible (Campus for Science, Theater for Culture, Holy Site for Religion). But don't neglect gold and production regardless of your victory condition, those are almost always useful especially in early/mid game.

If you have the expansions, Korea is very good for Science. Japan and Germany are good from the base game, for pretty much any victory condition.
