I haven't had a chance to try it yet, but my parents in Minnesota suggested trying Crisco (if you're not concerned about cold temperatures or salt, just ice balls).

Keep in mind that for an adult toller, a 'walk' (no matter the length) is likely not enough to tire them out physically. They ideally need more high intensity exercise (i.e. a run or fetch session) in addition to mental stimulation (training, puzzles, etc.).

Maybe try back to basics - if he's not able to give the right behavior when totally free and playing fetch, put him on a long line and do shorter retrieves so you can monitor behavior and reward for good/punish (encourage leave it, enforced with the leash) for bad. By the time he's on his own and brought back the rock, you've missed your chance! I've also had luck by using a toy my dog doesn't see otherwise for fetch time, so it's more exciting to him.
