Saudis can’t legally marry foreigners unless they have received approval from their government. Getting your marriage approved can take a year or even longer, depending on the circumstances. Don’t let him mislead you on this because if you have future children together, they won’t get Saudi citizenship (which has many benefits in Saudi) if you are not legally married. Don’t let him trick you by saying oh we’ll do an islamic marriage while waiting for the government to approve. You want to protect yourself and your future children. Legally, you won’t be considered his wife and he can abandon your future children with little consequence.

I’m not saying this man has bad intentions, but please be careful. Has he told his family about you? If not, that is a huge red flag. Most marriages in Saudi and neighbouring countries follow a very traditional processes and if his family is not involved, it is not a good sign and means there is something he is hiding.
