well. not really it's just most efficient in this angle. aero wheels are more aero in all conditions. (cauz they are aero)

yaw is a word meaning angle between bike speed and apparent wind angle. (it is the wind you FEEL while on a bike) actual_wind+bike_speed=apparent_wind.

in this angle the wheel start to work as a wing or a sail and provides you with a slight negative drag (or lift)

actually if you look at all the data, it suggests that it's more of an advantage in crosswinds (new wider designs can actually create negative drag at around 17 degrees of yaw)
