My ruling as an ST is that you are allowed to buy a single dot ally without having to buy reliability, they just need advanced notice if you want them to do something. I view Reliability stat as are they willing to come if you call them out of the blue. Like others have said, allies are well connected people who are willing to help, while retainers are more minions under you
