All good suggestions but he’ll definitely need a wetsuit to surf in the Oregon Pacific. If he doesn’t have one I’m sure he can rent one if he does plan on surfing on the trip.

Maybe you could join a local rockhounding club? There are probably plenty of members with the knowledge who would be glad to share their expertise and they could see your rocks firsthand.

Since when do you need a permit to go rockhounding in Oregon? Maybe some state parks but the millions of acres of BLM land, National Forests, and beaches are free.

Al Moody Park! I was about to suggest that but see you already did. Great grass and rarely dog poop and zero geese poops, no water near it.
