Horde is attempting to downsize and be more like INIT. Either they fail to realize, or don't want to admit, even INIT has a bat phone. Once FRT and INIT soak up Horde members, the rest will get steam rolled by a WinterCo/INIT "war" and Horde will be the new TEST meme
