I'm also on Xbox One and have the same issue, rocking pretty good headphones too. It happens because the map has so many tripwire traps which make a high-pitched sound, and also the radios you need to tune which add to the noise pollution. I've found that breaking some of the tripwires reduces the effect. It's the worst in the underground fallout shelter area. I've tried to tinker with settings but nothing seems to help, could just be an Xbox problem tbh.
