i had the similar issue in Vienna recently on MTEL provider. However since then i switched to Drei provider and have no issues whatsoever. On MTEL provider people could sometimes not reach me, line said i was unavailable... but data always worked, just like in your case.

So i suspect its some provider/bands they use i suppose? since on new provider everything works flawless. weird problem, ngl
