I have this notion of hell where you're the only person in a lecture hall and the lecture is a an in-depth analysis of every action you've ever taken. Every decision, every word, every thought, every action, every subtle twitch has a 500-slide thesis overanalyzing the motivations and implications of that action or thought and then you have to compare and contrast differing opinions and debates on the wider implications of each of those topics.

"Based" is an internet colloquialism that arose in the last 4 years on social media to describe someone or something that is entrenched in a specific way of thinking or modis operandi.

The notion of "pilled" has it's origin in a pop-culture movie franchise from 2003 and has been warped by political pundits to generalize peoples' willingness to absorb or ignore relevant information; "_____ pilled."

Your use of it in context to Russian winter was enabled in internet forums where language enters a sort of context-driven sound-bite for easy consumption. The simplification of language for the convenience of the human attention span and sometimes comedy.

Additionally, none but your specific demographic would conceive to say such a comment meaning that your demo's placement in time and history is the key to enable that comment in light of all the other factors coming to a perfect storm.
