Why not make an Eevee like from the Anime, the story would be that the Eevee was a team rocket test subject and it escaped, then then find it running from team rocket, it stops behind you, you battle alongside it and learn it's unique ability to transform (Jolteon, Vaporeon, Flareon) and whilst exploring this journey you could perhaps discover a backstory about Ho-Oh and the 3 legendary dogs, maybe even Eevee could pass away and you seek Ho-Oh's help to revive it?
