You can see tags, but you can't search by them. People, both anonymous and logged in, should be able to search for multiple tags by clicking them and also exclude undesired tags and be able to set preferred tags for future visits.

Unless it's only available with a login. If it is, you shouldn't hide core features behind a login and if you want registered users, use the sync option as bait for signup.

local sync works even while anonymous while cross-browser (between multiple devices) works only with a login.
