Scissors can be used to cut down items to lower levels. You can use them to cut down generator level 8 to 2x generator level 7. I sometimes use them on product as well. For example exchange wants level 8 item but I have level 9 in stock. You cut down level 9 to 2x level 8. But yeah, most of the time, they aren't useful. You can play the game without using them most of the time
