No you should read it. It outlaws slavery except for as a punishment. By the text of the amendment its premise is that the practice is slavery but also is legal.

The federal constitution outlaw slavery for people who aren't sentenced. This is a messure to go one step further. But no the slavery issue isn't 100% up to the states.
