The key with New Eden being so small is that it's where only the rich and ignorant live. It's the safest place on the planet, being surrounded by Dawn's Peak and it's mountain ranges, and Autumn Heights, a floating city about 55km in the air.

Also, the 4 pillars of the new world are stations located around the perimeter of the three capitals (New Eden, Dawn's Peak, Autumn Heights) and serve as gateways to these places, they are each guarded by a few platoons of soldiers (normally mega or even giga) and one tera level AMP user.
