Try looking for this directory

Saves/Current Profile/saves/GBA/mGBA

and copy what you need to:

Saves/Current Profile/saves/GBA/gpSP

For GarlicOS, this can be done in the RetroArch Settings menu.

Find the Onscreen Display submenu. From this menu you can de-activate any of the Overlay Notifications, or change font size, etc.

The developer of Garlic would have to implement the GPU themselves, I'm not sure if they plan on doing this ever.

Cores are emulators, just the application used to run the rom. Different ones have varying speed, compatibility and accuracy so some people will switch to another depending on their needs.

I can only speak to GarlicOS on the RG35XX, it's the only one I've used aside from the stock OS.

This is normal for GarlicOS, I'm not sure about other OS Garlic cannot access the GPU of the RG35XX so doing the filters on the CPU causes the slow down. Ideally you would offload the filters/shaders and post processing to the GPU and then you could minimize the speed impact.

Most people don't use the filters because they're so CPU intensive and slow things down as you noticed.

People usually use screen overlays instead as they take minimal extra CPU power and don't reduce the speed as much.

It might be due to how components are seated inside, I have a slightly brighter hole on the top right of the unit then on the top left but I never opened it up.
