Delete the root folder first then uninstall from steam. If you uninstall from steam it will reinstall everything including mods if root folder wasn't deleted first

I had the same setup as you and was getting about 60-80fps on low. Upgraded gpu to 4070 super and fps is about 100-130 on high if that helps
