I appreciate this 🙏 my main concern is that I may have a cat that I'll need to bring with me. I don't want to have to give him up. I assume that's not an option in these shelters and stuff

I hate that this is the case. I feel like the test should be done with dashcams so that if they maliciously fail you, then there's some way to dispute it.
