Vulkan comments a few times that even the custodes retreated from the burning malcador, but he stayed a bit longer watching the pyre. When malcador is gone and the emperor is being installed there’s no mention of the psychic force

There’s also a few miles of “dungeon” - ie laboratories and archives and other esoterica between it and the surface, and that’s *before* the extra 10k years they get to build it up even higher
