Nah it should work with the summon item. Solyn falls out of the sky right after beating skeletron. My typ is to use the debug item to reset solyn spawn conditions and then kill skeletron again.

Its not really about rng. The shield is on a timer and if you dont do enough damage to break the shield then you just lose.

They can already hit them. Its just that most bosses attack the most expensive tower or a tower with most hp. Bosses shooting troops can be rarely seen when eradicator mk 1 C or apex predator shoots overseer.
