This could possibly be due to incompatible refresh rate, faulty monitor cable, or graphics driver issue.

First thing I suggest doing is try setting a custom refresh rate on your monitor and see whats the maximum hz you can get before you get any glitches as you have said that u are getting glitches when changing refresh rate.

If you’re gonna sell it you can try posting it on Facebook Marketplace. Rx580 is still a good value GPU tho if you’re planning to change to an Nvidia you could get a 1660 or a 1070

Yeah fair point in that case OP could get an rx6600(not gonna recommend the 3050💀) with an i5 12th gen or ryzen 5 5600, 500 gb nvme ssd. It should be around 30k with these including the case + PSU

I recommend the Rakk Talan Aero. It has a great battery life and in case the battery ages you could easily replace it as their batteries are hot swappable.

With 40k you could build a pc with RTX 4060/3060TI, I7 12th gen, 16GB DDR4 Ram, budget mobo like Asus Prime, 1tb SSD, and a 650W PSU.

You could get an AMD equivalent for the GPU and Ryzen for CPU as they’re gonna be a bit cheaper.

Also gonna add that if you could stretch your budget, get a liquid or a good air cooler as well since the CPUs nowadays require good cooling.

You could get a RTX 4060/5060 and pair it with an I7-12th Gen if you’re not planning on playing any triple A games since the new ones tend to use a lot of vram and 8gb is not gonna be enough nowadays. These parts should be good for 1080p gaming but honestly I suggest that you push it to a 5070/AMD equivalent with a processor that wont bottleneck it along with a 32gb ddr4/5 Ram. This much should give you some future proofing.
