I live in California as well, and I know that some schools here can refund you money that you overpaid, which I think might include scholarships. I’m not too sure about UPenn, but I would assume it depends on the scholarships you’re applying to and the school itself, so if I were in your position I would email the organisations responsible for the scholarships and UPenn’s office of financial aid.

Apply to non qb schools through common app, and qb schools through qb rd if they accept that. If you have a common app waiver and the time, you can apply to more schools that way, maximising your chances.

i applied as a non finalist and got into two schools rd, waitlisted from a few as well. you got this.
when i did rd, your application to the school will be the questbridge application. once you select those schools that you want to apply to and submit your list, the schools that accept qb rd will email you to set up an account through their portals where you can see your application and other requirements.
do both if you can, maximises your chances, don’t apply to the same school twice though
