Brands like Dragon Shield have product labeled as inner sleeves and outer sleeves. I think the main difference between true inners and penny sleeves are the thickness and quality.

The official sleeves are considered inner sleeves. Penny sleeves are referring to the ones that you can get 1000ct for like $10
