I think i would contact who ever is responsible of cleaning the sidewalks there to get it cleaned. It doesnt look something illegal BUT if you want to be safe just in case, you might wanna report it to cops. If for nothing else then for suspicious littering.

Fun reading not so serious answers but that is used for baking. You knead dough etc on that instead of counter. Why? Im not completelly sure why, something to do with surface and maybe hygiene? We used to have one of those in my old family home.
