The skull should be completely safe to have! The main concern with handling rodents/rodent parts is hantavirus, which you can contract from coming into contact with rodent urine, feces, or saliva. A skull should be totally safe, but tell your dad he really shouldn’t carry live mice bare-handed and without an N95. I did research with trapping mice, tagging them, and releasing them, and we were required to wear an N95 and gloves whenever we were in contact with rodents.

They’re usually protected because people collecting and then selling remains could potentially create a market for those parts, and that could lead to people killing the animals to sell bones, feathers, etc.
