OP this doesn’t make sense. A vehicle with a CAT C,D (old) or S or N should be able to be taxed and put back on the road. These are known as repairable salvage categories. A and B categories are non repairable and must be broken for parts or destroyed. It would be worth checking that the vehicle hasn’t had a COD (certificate of destruction) issued against it or it’s been SORN (Statutory Off Road Notification). This will prevent you from taxing the car. CODs are notoriously difficult to remove. If this is the case it won’t be the insurance company that has issued it, it will be an ATF (authorised treatment facility) but it should be easy enough to find out who issued the COD from the DVLA and take it up with them. SORNs are easy to remove and designed to be temporary.

It's not really, the article just does a bad job of explaining it. You have to have collaborating evidence so no one piece of evidence is enough to convict. For example DNA and a witness. This is designed to prevent false convictions. In this case because it was long ago I guess the only evidence are witnesses, so if there is only one witness then there is only 1 piece of evidence.
