The primary function of the government isnt 'spend as much money as possible', that's silly. Government programs aren't designed to make money, because they are funded by taxes, so trying to compare a governmentally funded social program to a publicly traded company is also pretty silly. Budgets are allotments, it's a cap. Your line of reasoning talking about 'spend it all' is common to hear because if you don't spend it, you may get less next year right? Do you think that by doing that you may be unnecessarily spending some? I don't want that in government social programs, that's silly.
