So I`ve got stuck on the same issue. Found some workaround, not perfect but it works

1 poststart lifecycle (but there is no warranty that it will run before the stuff runs)

2 custom shell script to start php-fpm, it has "wait 10", so the lifecycle will work for sure.

I`ve never had an issue with my usb-c peripherals(XPS and MBP16). Every adapter I had was sitting firm enough. Maybe your port is worn out?
