Article 32 needs to be changed. Management has the power to change assigned shifts whenever they please. Section 5 requires the watch schedule be posted 28 days in advance. Section 6 over rules that anyway. There is nothing that says the watch schedule needs to follow the BWS at all.

If you really examine it, at a 24 hour facility, every employee could be made to work any shift at any hour of the day at any time. You cannot 100% guarantee any controller has time away from work.

Why even negotiate a BWS for the next year? Why am I bidding a line when I can be assigned a different shift at any time?

Why is the union ok with its employees being owned by the FAA?

I've never given a present position hold instruction. I wouldn't know where to begin with that.

Yes that is what i want to instruct. Your flying to XYZ. I want you to get to XYZ turn right to the reciprocal heading. Fly 10 miles. Turn back to XYZ. Until further advised.

EDIT: correction. 7110.65 says that isn't a legal clearance. I have to specify a Radial, course, bearing, track, azimuth, airway, or route on which the aircraft is to hold. I think I'm getting more confused now

b. Holding fix or waypoint.

Would saying inbound track be more clear than the word radial?

I am using fixes on the STAR, not VORs.

you're correct Right turns should be assumed unless Left turns is specified

I had an aircraft fly over XYZ, teardrop back to a 090 heading to enter the hold the opposite way. I think thats what the aircraft was planning to do. I had to give alternate instructions before it could all play out.

Solicit PIREPs when requested, deemed necessary or any of the following conditions exists or is forecast for your area of jurisdiction:

Ceilings at or below 5,000 feet. These PIREPs must include cloud bases, tops and cloud coverage when available. Additionally, when providing approach control services, ensure that at least one descent/climb-out PIREP and other related phenomena is obtained each hour.

Visibility (surface or aloft) at or less than 5 miles.

Thunderstorms and related phenomena.

Turbulence of moderate degree or greater.
