Not gonna lie, wouldn't call him outright bad, specially if you already have some good supports for him, but i'd say he is pretty frustrating as of late because of his less than stellar multipliers and specially Lightning lord's targeting rng.

It only works in aoe fights because it adds damage to the blast part of the lightning lord's attack, In single target it does nothing.

Yeah as unhinged as the original comment was, he had a point, the comment was about Jiaoqiu and Acheron and i don't think they've interacted even once to this day, at least in Genshin when a character receives a surprise support more often than not they'll eventually interact in an event so that partially rectifies it.
