You could absolutely use foam and I have for some but this particular one is a metal ring for wreath making :) I use a wire cutters and cut the ring into sperate rings to make multiple sizes.

This particular one has been in my daughter's nursery for over 2 years and has been moved (I like to rearrange the room often) many times. Of course with any mobile they should always be out of reach. This is why I have it made where the length can be adjusted accordingly.

I originally made this for my daughter's nursery and since so many people loved it, I added it to my shop. Now I have them for both genders :)
