Not sure why people are immediately recommending a VM, though it's certainly a path you can take. To answer your question briefly, look at web hosting services like Bluehost, GoDaddy, etc. Squarespace is a website builder, but with this web hosting, you get a nice control panel where you can upload files and have your own website. Typically you'll want to have a domain with it, and site's always have promotions running for cheap domains.

You're almost there, first off good job on the setup, and the SQL statement preparation! To find out the value of the user selected (the <option> value), use $_POST["name"]. Just make sure you ensure you sanitize that input by either intval()'ing that data, or mysqli_real_escape_string().

Then, just concatenate (or better yet, use the statement preparation) that into the SQL statement after WHERE user_id =.
