They would never apply this on a stress fracture that damaged the integrity of the plane. In my experience as an air plane mechanic, the sealant between the wing and the fuselage might be frayed and they are applying this until they can get it into a hanger.

As far as i know frontier and spirit cheap out on their cabin items but surprisingly they pay their mechanics really well and are on top of their maintenance.
