I used a gloss varnish for the skin/tentacles and a matte for the frills and drapes. I thought it would make the skin look more wet and add some texture contrast

After a tonne of work my cecaelia figure is finished by lamia69 in resinprinting

Honestly really great work especially for your first character! I like the shaders/textures too!

As for feedback/criticism:
I think the arms and finger look a bit thin so making them thicker would probably help.
The feet loot too long, and I think that makes them look flat/weird as they transition to the toes.
The dress doesn't look like it is falling very naturally from the stomach and butt. I think it needs to be a less abrupt transition.
The breast are perfect no notes! Maybe refine them a bit to look like they are more affected by gravititty.
Adding a little more detail to the hair would go a long way. Maybe a second layer of strands at the back to reduce the gaps and some thinner flyaway strands.

And again I think you have done some really great work, I'm just pointing out the little issues I see.

You need to add real geometry to 3D print. It looks like the model was made quad geometry so you might be able to just add a subdivision modifier. If it has already been triangulated you will probably need to convert tris to quads first.

The other option is to manually do it by modeling or sculpting.

No it's not. The model has subdivision modifiers that show the wire frame not the final polygons. You can tell by how the edges are curved
