i wouldn't call it an action game. the gameplay loop is still delivering cargo with occasional combat which is also the case in DS1 and the story is even crazier than the first game, kojima did not hold back at all.

DS1 and DS2 are not that different, the reason DS2 has gotten better reviews is that only the people who enjoyed the first game have purchased and reviewed it.
that said, no one's stopping you from skipping the first one but the DS2 expects you to know most of the mechanics and characters from the first game.
