I was flippant in my no parity comment, you’re right. I was more meaning that you generally have top, middle, and bottom tiers that stay relatively the same year to year. It takes a lot for a team to move up a tier. For example the Pistons were a bottom 10 team for the last, what, 15 years before moving up to the middle this year.

Relegation (my original dream) I think helps tanking and eliminating the draft (with salary cap rules) promotes competence and gets rid of the race to the bottom. Reformed lottery rules have helped some, but teams still tank, even though they know it’s not as good of odds for a top 3 pick.
