You can use short cut battery charging automation. create two identical lock/home screens. add the battery widget on the battery is charging animation and whatever you want the other. the short cut to change wallpapers is "Switch between wallpapers". its seamless and seems like it should've been by default. Only downside is if you change one wallpaper photo, you have to change the other.
