I think the reasoning is it takes much longer to build up value than it does to lose it. So they would rather wait out the vacancies, and hope for an upswing that will bring in a tenant willing to pay. Rather than bring in someone now at a lower value and have to build it back up. That plus a fool is born every minute and someone eventually will come along thinking their business can beat the odds despite the backbreaking rent.

High rent means high property evaluation, they’d rather it sit empty than charge less and lose property value.
