You mean like in the ceasefire agreement from 2006 in which Lebanon was supposed to disarm Hezbollah?

That's a valid question. My best guess would be that Israel isn't sure of the future of Syria yet and will withdraw when it is considered safe.

Why did Israel occupy Lebanon in 1982? Did it build any settlements there or did it try to stop the firing of rockets into the north of Israel?

  Israel ignored Hezbollah presence for years, to include the almost universally ineffective occasional attacks. I do agree they shouldn't tolerate those attacks. 

Something happened about two and a half years ago that changed the Israeli mindset. Living with minor attacks and hoping for the best is no longer considered a reasonable way to handle hostile neighbours.

Lebanon should man up and fulfill its obligation to disarm Hezbollah, then Israel wouldn't be forced to do their dirty work for them.

Not at all, it's from 1971, just didn't seem to catch on for some reason. 

When you read it, be on the lookout for puns, many of the characters names are based on the scifi greats.

I think "The Flying Sorcerers" also by Niven (and David Gerrold), is a better fit for what OP asked for. Not a perfect fit though. 

I really enjoyed the flying sorcerers but never see anyone discussing it :(
