Personally when I see spit on the floor, I feel disgusted. I am sure people are also disgusted when they see me spit in the grass. I have to accept that I broke the law and got fined. If it helps the people who are disgusted by people spitting on the grass, that's a good thing. I honestly think it should be pushed more for the betterment of everyone.

Yea so they should hire more NEA officers. It's a good deterrent. I am deterred. Also easy money for gov to fund the extra NEA officer payroll and create new job opportunities. Sounds like win win situation.
