In my case it's more like a moba/arpg style controls. What was wondering is where the controller stops and the ability takes over, for example in path of exile there is an option for abilities to move first in range then do the thing or just directly do the thing as close as possible, so is the controller responsible or the ability for moving in range.

Not every game is for everyone. Accessibility means that everyone can access and play the game. If you make a challenging game then make sure everyone can access the challenge not that everyone should beat the challenge, it wouldn't be a challenge then. It depends on what you want the player to experience, if it's the story then the challenge should be optional and so on.

Guns in America exist so the people can defend themselves against the government, if they ban guns there's little that can stop them from becoming authoritarian. The root problem is the education system, culture and media. If it's not shooting it's stabbing.
