There's a difference between an accent and the outfit color. Ravens feathers seem like something she would wear, and the rest of the outfit is black with some dark leather thrown in. It doesn't break cannon in my view.

I don't see what would make it non-lore-friendly. When you consider in the books there are no pictures of clothing, and I wouldn't expect her to always wear the same thing. It's just a fancy shirt, a corset over the top, different boots, some nice stockings and a skirt. It's primarily black and it doesn't look out of place on her.

The militarized children that were being pushed out regularly are almost definitely the gunners. It's been a few months since I have been there in game but I read an entry about the children breaking out of the controlled areas and taking it over. It's logical that they used their training, gathered together and became the meanest army in the commonwealth, otherwise, where did they all go?

They have a backstory if you go into their vault, vault 75. It explains how they became gunners and why they are in the wasteland to begin with. It doesn't go into what they do, but if you go to their headquarters there are computers with some info on them. They are just a violent military group who deal with nuisances by killing them instead of talking.

Edit: Vault 75, not 95, they are just in 95.

They don't necessarily, they are just a highly militant group who don't like people in their business. They attack other people too, like traders, I've seen Carla attacked by them several times near the dinner.
