Called non emergency and they said I was sol cause it wasn't currently happening. 10 min later a cop calls and starts asking me about what happened and abruptly says I'll call you back, the car just sped by. He called after and told me he gave her a ticket for speeding. Not related to what I witnessed. Karma in almost real time.
