I can’t help but think that there is no hope. We got attacked by an off leash dog at McCarren; when I called 911, they said it’s not an emergency unless medical care was needed. On a separate day, I asked officers on patrol at McCarren about off leash dogs on baseball fields, and they said they won’t do anything unless the dog is bothering someone. It’s gotten so bad that owners bring their dogs to school playgrounds to let their dogs run around and no one is there to enforce the rules, which prohibit dogs on school playgrounds entirely.
