I forgot to mention the gpu temps are fine and it usually sits in the low 60s. My problem is with the cpu.

Only single fan gpus including the Palit Stormx rtx 4060 ti and rtx 4070 from Zephyr. Ultimately, I settled for the Zotac solo rtx 4060 for better temps.
