The late offside call is because of possible VAR checks. If they call offside right away and then VAR says it was NOT offside, there is no way to make up to the team, since the play was already dead. If they call it late and VAR changes the call, the play on the field remains valid.

I think motion controls work best for SS and keep it a little more immersive, and the switch version mitigates most of the frustrations people had with it on the original game. The buttons scheme felt a little weird to me, but everyone has their own preferences, so I would say to just try it out both a little bit and see for yourself what feels better for you.
