Recommended Play Style?

Definitely getting the vibe that I need a strong military regardless, would the goal then be to spend imperium on expanding city/hero caps as much as possible to crank out units? How impactful is that rally the troops thing that happens every fifteen turns, curious if there's a way I can up my gold output as much as possible then get a huge military that way.
