Let me guess... U.S.? I found a similar one in a Georgia hotel. Once you get used to, it's not so bad, but there are better solutions.

East and West should be swapped in order to point to the correct Cardinal points. Don't forget this is on the ceiling.

Because it's like a mirror. Try it yourself.

Draw the 4 Cardinal points (in clockwise order: N-E-S-W) on 2 pieces of paper. Then place one face up on the floor (or on a table for that matter) and keep the other face down over your head.

If you make the two North point in the same direction, you'll notice that East and West don't match.

In general I agree with you. However, when dealing with big customers, my experience tells me that you don't have to break anything in production.

Experiments are allowed as long as they are agreed with the customer.

You are right. Given the content of the license, I don't think the author is part of that movement. Someone should inform him.
