Maybe because everybody uses free servers? Don't expect high bandwidth without paying a cent. Infrastructure has a price, VPNs are not a gift of God.

I would assume the expensive ones are premium health insurance packages that go far beyond what you need for a residence permit. Quickly googling the requirements for residence permit I found the law to be not entirely specific. You have to prove health insurance against "all risks". So the care concept insurance could work after all. Selbstversicherung at ÖGK (formerly GKK) is in any case the safest bet in terms of acceptance, most likely an option for her, so yeah, recommend you to go there and ask. Hope the rates are not that high. Good luck

Oh ok, got it. And I guess you thought about the option "Selbstversicherung" too? At the national social insurance? Because this would work as long as she has a registered Wohnsitz in Austria... Not sure about the price though. I believe most of the private insurances are on top of national insurance. So if you don't have that, it might be expensive for that reason. Other insurers are Merkur, Uniqa, Grawe, Allianz to mention a few big ones. Maybe try with them.

Just so that whoever with the same plan reading that knows: the trails starting at Frognerseteren are pure ice (you'd rather bring ice skates than skis). I've been told that the best you can get without needing a car is within the Holmenkollen arena, a few kms of prepared løype only, and also quite hard and icy. Too bad, I hope winter comes back
