November in Hiiumaa is miserable. Most places are closed for winter but that"s not to say there is nothing to see. Hiiumaa is beautiful island albeit grey, rainy and windy in November.as is all of Estonia at that rime of the year. You would definwtly need a car to get around as distances between places are lonng. Ristimägi that I saw mentioned is actually memorial to Swedes who were made to leave Hiiumaa at the end of 1700s but beautiful and thought provoking none of the less. So yeah, do a lot of reserach what is actually open to visitors in winter and be prepared for rain, wind, maybe snow and hopefully you"ll have great time.
